On Monday 15 November the Spanish government presented the Strategic Project for Economic Recovery and Transformation (PERTE) for Vanguard Health
at the Carlos III Institute of Health, which welcomed President Pedro Sánchez, the Minister of Industry, Trade and Tourism, Reyes Maroto, the Minister of Health, Carolina Darias, the Minister of Science and Innovation, Diana Morant, the Minister of Finance and Public Function, Maria Jesús Montero, and representatives of the pharmaceutical industry, patient organisations and the health sector.
This PERTE is based on the Recovery, Transformation and Resilience Plan presented by the government last April and approved by the European Commission in June. With this PERTE, the government stresses its commitment to science. To this end, it proposes turning Spain into an entrepreneurial state, where there is collaboration with the private sector to ensure financial sustainability and where “access gaps are not generated”. He has also announced that there will be reforms to accelerate the transformation of the sector, including the reform of the Science Law, which aims to “support a new scientific career and the transfer of knowledge”.
This PERTE has as a priority and fundamental objective “to promote and strengthen the protection of collective and individual health through a digitally transformed high-performance health system”, summarised the president.
It was announced that more than 1,469 million euros will be mobilised between now and 2023, of which more than 30% will go to the private sector. The document presented consists of 4 specific objectives that are addressed through 5 transversal lines. Both the executive summary and the descriptive report can be viewed on the Moncloa website. For those who could not see the presentation, you can view it in full (or by interventions) here. The PERTE is expected to be approved in the coming weeks.
